MUD 130 Recreation Master Plan in Harris County, Texas

Project Highlights

Harris County MUD No. 130 Recreation Master Plan establishes a forward-looking vision for expanding the District's parks, trails, and recreational amenities while leveraging existing infrastructure to create a more connected and sustainable community. Through site analysis, stakeholder collaboration, and evaluation of existing facilities, BLA identified opportunities to maximize district-owned properties, strengthen neighborhood connectivity, and enhance residents' quality of life. The master plan incorporated an extensive community input gathering phase through both digital surveys and in-person engagement during National Night Out, ensuring the recommendations reflect resident priorities and the District's long-term vision. 

The master plan evaluates existing parks, detention facilities, easements, and open spaces to identify opportunities for new trails, playgrounds, fitness amenities, gathering spaces, wet-bottom pond, and recreational destinations that improve connectivity throughout the community. A key component of the plan explores the potential for reclaimed water reuse from the local wastewater treatment plant to serve future irrigation systems and watering needs, promoting long-term sustainability and reducing potable water demand. The plan also identifies opportunities for multi-use trails along Harris County Flood Control District channels, creating safe, off-street connections between surrounding residential neighborhoods and local elementary and high schools to encourage walking, bicycling, and Safe Routes to School. 

The completed master plan provides the District with a phased implementation strategy that prioritizes capital improvements, supports future grant funding opportunities, and guides long-term budgeting and decision-making. By integrating recreation, environmental stewardship, infrastructure, and community connectivity, the plan serves as a roadmap for creating a connected, sustainable, and vibrant park system that will benefit the community for years to come.
